Prescriptions to Baltimore’s Challenges
Introduction and Recap
According to the previous study on the diagnosis of Baltimore City, it was brought to light that the three major challenges facing its residents are poverty, unemployment and a huge income disparity between the rich and the poor. Considering that the city is ranked among the 30 most populous cities in the world, there is an indefinite need to mitigate these issues or at least reduce their magnitude. As such, further research was done and some solutions established. This paper will, therefore, discuss some of the most effective solutions that were identified that are likely to mitigate the issues discussed.
To begin with, unemployment is the main catalyst behind the growing problems. Unemployment leads to poverty which can lead to peripheral ills such as theft and robbery. It is thus very important to tackle the issue of unemployment first. To begin with, the port of Baltimore has been regarded as the second largest seaport in the Mid-Atlantic (Tillman, 2016). Considering that the population of Baltimore is enormous, a reduction in the unemployment ratio can be achieved by using this large workforce on the port on activities such as shipping and loading of the goods and products. It is thus very important for any agent to speak to potential investors and government agencies. This can be thrust further by the government’s involvement in the sea port activities and by the provision of incentives and funds. The main way to ensure that the community is engaged in these employment opportunities would be through educational awareness.
Eminent domain has been widely criticized around various cities but it has played a very crucial role in the development of Baltimore (Tillman, 2016). Advocacy for eminent domain is that it increases the involvement of private investors and government entities in the development process. This is considering that the government can buy properties which can then be used to stimulate economic growth. The use of eminent domain can increase the tax base and more to that can lead to an increase in the number of employment opportunities by increasing the number of investors. One of the significant impacts of eminent domain is the increased cooperation between private developers and the city dwellers to recreate and revitalize neighborhoods (Tillman, 2016).
Still, on the issue of unemployment, some employers can consider some employees unable and unfit to work. To tame this situation of disposal of workers just by the desire to, the terminated workers can apply for an unemployment insurance benefit (Maryland government, n.d.). In Maryland, this is through the department of labor, licensing and regulation. In ensuring a smooth transition from one form of work to another, the insurance determines the individual’s monetary value by calculating the weekly benefits that he/she received. On the non-monetary issue, the insurance can be used to determine the claimant’s termination from employment and his/her availability for work. By ensuring that employment is not a nagging issue in Baltimore through the stated mitigation measures, all issues such as robbery and racism can be drastically reduced.
Poverty is mainly associated with unemployment and the ability to utilize the available resources at any place. Considering that Baltimore has one of the greatest seaports in the Mid-Atlantic area, an increase in the employment ratio through an establishment of development projects by the government can be a fight against poverty. The government can ensure that the workers are treated by the reward of good salaries and benefits. Furthermore, the increase in private investors in Baltimore can play a huge role in the development of the city and the reduction of poverty rates. The bottom line in regards to unemployment and poverty is that a reduction in the latter can only be achieved by a reduction in the former.
There is always a large disparity between the rich and the poor in developing societies, and Baltimore is no different. The only way to fight this disparity is by educational awareness and use of legal means to enable the proper distribution of resources. Considering that the schools in Baltimore are categorized as poor, measures need to be taken in these schools to ensure that there is proper productivity. This can be achieved mainly by using reforms which are basically defined as long term projects as opposed to short term. Most of these reforms can focus on the teacher recruitment, retention, and development while on the student they should focus on the literate development. Ensuring that the society is well educated and following through legal means in employment and property acquaintance, the disparity between the rich and the poor is likely to decrease.
CONCLUSION
Baltimore has developed over time with alternating periods of developments and unrest.it is during the periods of decline that the city has managed to establish methods to reinvent itself. Though still in the process of reinvention, the city faces high poverty levels coupled with very high unemployment ratios. As a matter of fact, this can be regarded as the reason for the ills of the city. Educational awareness, use of legal channels and investment opportunities in the City can be a step towards the future of employment opportunities and the reduction in the disparity between the rich and the poor. Any agent willing to ensure the development of the city has to thus intensively educate the society while continually engaging government agencies and private investors in opportunities.
